Marvin Wiggins, 56, was arrested March 24

A New Jersey man has been charged with lewdness and other crimes after he allegedly accosted women in at least three Dover area stores.

The known incidents happened Thursday and Friday, March 23 and March 24 at the Target, TJ Maxx and Kohl’s stores and possibly others, Dover Police Department spokesman Master Cpl. Mark Hoffman said.

Several women told police the suspect, identified as Marvin Wiggins of Colonia, New Jersey, would come up to them and ask for advice on baby shower or house warming gifts. He then would fondle  himself through his clothing while asking the women to look at his genitalia, Hoffman said.

Wiggins is charged with criminal trespass, eight counts of disorderly conduct and seven counts each of lewdness and harassment.

Hoffman did not have bond information available at the time of the press release.
