State police are notifying Dover residents of three convicted sex offenders who have registered as homeless in Dover.
State police are advising Dover residents of three homeless sex offenders living somewhere in the area.
Aaron W. Price, 35, is a Tier II, or moderate risk offender, according to the Delaware Central Sex Offender Registry. He was convicted in 2010 of sexual solicitation of a child.
Yolanda Winfield, 36, is a Tier II, or moderate risk offender, according to the Delaware Central Sex Offender Registry. She was convicted in 1999 of third-degree unlawful sexual intercourse.
Thomas Francks, 45, is a Tier III, or high risk offender, according to the Delaware Central Sex Offender Registry.
These individuals are not wanted for any crime. State law requires police to notify area residents when a known sex offender is living in their neighborhood. Law enforcement officials use the media to notify the entire community when a sex offender is listed as homeless.
