Donald Franklin Moore, passed away in his home on Saturday, January 28, 2012, due to complications of Parkinson’s disease.
Born on April 7, 1930 in Magnolia, Delaware, he was one of nine brothers and sisters. He attended Caesar Rodney High School and spent four years in the U.S. Navy during the Korean War. He began his higher education at Wesley College where he earned an Associate of Arts degree and was President of Phi Theta Kappa fraternity. He went on to earn a BA in Business Administration from the College of William and Mary where he earned the most distinguished business award from the Wall Street Journal and was the President of the Society for the Advancement of Management. He graduated from the College of William and Mary in 1956. He later went on to earn the equivalent of a Master’s Degree in Advanced Business Management from Harvard Business School.
At Wesley College, he met and later married, in 1956, Gail Burnet or Livingston, New Jersey. Upon leaving Williamsburg, Virginia, he worked as a Production Planner for four years with CIBA Pharmaceuticals in Summit, New Jersey. During this time, Gail and Don gave birth to their first child, Kevin Huesman Moore. Don then accepted a position with Sandoz-Navartis and moved to Florham Park, where their second child was born, Lisa Gay Moore. Here he would head the corporate purchasing operations for the Swiss-based multinational conglomerate and later serve as Vice President of Purchasing, Engineering and Administration. While at Sandoz-Navartis, the Moore family lived in Basking Ridge and Far Hills, New Jersey where Don nurtured his love of gardening and the family cultivated lasting friendships.
During the more than 25 years in private industry procurement, he developed and headed corporate purchasing operations which led him to be chosen, from over 400 applicants in a rigorous screening process, as the Director of Procurement for the Commonwealth of Virginia in 1980. Under his direction, the Division of Purchases and Supply not only eliminated much bureaucracy in the purchasing of more than $4 billion annually, but also regained control of the procurement process, regained the respect of both clients and vendors and emerged into an operation that gained nationwide respect. He aimed to bring both “integrity and service” to the Division and upon retirement was commended for his outstanding accomplishments and received a distinguished service award from the Commonwealth of Virginia. We was attributed with “bringing the commonwealth’s purchasing operations into the twentieth century.”

Upon his retirement, Don gladly stepped into his role as a full-time grandparent, affectionately known as Poppy to his grandchildren. Gail and Don moved from Virginia to build and live in their dream home on Kiawah Island, South Carolina. Don continued his appreciation of nature through his membership with the Nature Conservancy and Naturalist group on Kiawah. Not one to be idle, Don served on Mayor Joe Reilly’s Committee for Excellence in Government in Charleston and volunteered at the Ronald McDonald House. Gail and Don made many enduring friendships on Kiawah Island before moving to Fernandina Beach, Florida where Don spent most of his time, gardening, cooking and treasuring time spent with family and friends.
He is preceded in death by his son, Kevin Moore.
Don leaves behind, his wife (and college sweetheart), Gail Moore, his daughter, Lisa Grady of Manhattan Beach, California, son in-law, Patrick Grady, daughter in-law, Donna Moore and grandchildren, Travis, Shane, Ryan and Vanessa.
The family wishes to express their gratitude for all the love and support given to them over the past several years and for the deep, abiding friendships that have been cultivated throughout Don’s life.
A memorial service and celebration of his life will be held at 11 a.m. on Saturday, February 11, 2012 at the Amelia Plantation Chapel with Reverend Jim Tippins, officiating.
Mr. Moore’s family will receive friends following the service in the foyer of the Plantation Chapel.
