Smyrna contractor Mark A. Moore and James O. Plumley, III, the former town manager and chief financial officer of Camden, were charged Thursday after their alleged involvement in a scheme that authorities say led to the city being billed more than $120,000 for work that was never done, according to a press release from the Camden Police Department.
Police learned of questionable invoices during a city public workshop on Jan. 11.
Police reviewed some of the documents and began a criminal investigation that uncovered more than $120,000 in allegedly fraudulent charges involving three town properties between March 2010 and February 2011.
The evidence, police said in the press release, shows that Plumley took part in the plot to defraud the city.
Moore, who is 45 and lives in Smyrna, was charged with two felonies — theft and second-degree conspiracy.
Plumley, who is 60 and lives in Camden, was charged with theft, second-degree conspiracy and two misdemeanors — official misconduct and profiteering.
Both men were arraigned at Justice of the Peach Court No. 2.
Moore was released on a $27,500 unsecured bond and Plumley was released on a $27,000 unsecured bond.
Camden Police Chief William E. Bryson said the investigation will continue until he “is satisfied that no other funds have been misappropriated.”
