Dover Police are looking for a local man who has failed to re-register his address as required by law.
Officers from the Sex Offender Unit were checking addresses March 10 when they noted William H. Hignutt, 17, was not at the address he had declared. A further check showed Hignutt had not registered a new address and that he was listed as a juvenile runaway.
Hignutt, a Tier II, or moderate risk offender, was convicted in 2009 of unlawful sexual contact where the victim was less than 11 years of age.
He is described as a white male, 5 feet 5 inches in height, weighing 140 pounds with red hair and hazel eyes.
