Dover Police seeking fugitive sex offender

Dover Police are looking for a Tier 2 sex offender who has failed to re-register his address as required by law.

The State Bureau of Identification notified Dover officers Oct. 30 that Roy E. Heaphy, 47, was not at his registered address, said police spokesman Lt. Steve Getek.

A warrant for Heaphy’s arrest has been issued.

Heaphy is a white man standing 6 feet tall and weighing 200 pounds, with hazel eyes and brown hair. He has scars on his abdomen and tattoos on his left and right arms.

He was convicted in 2006 of fourth-degree rape where the victim was less than 11 years of age.

Anyone knowing of his whereabouts are asked to call Dover Police at 736-7111. Callers may remain anonymous.
