Kent County Levy Court commissioners Nov. 25 unanimously approved the site plan for a Montessori school to be built along Plain Dealing Road near Magnolia.
The Dover Montessori Country Day Academy project was forwarded on to Levy Court with no recommendation by the Regional Planning Commission Nov. 13 because with only five commissioners present, the application did not receive the necessary four votes to carry a recommendation.
Some neighbors, who were concerned about the safety of themselves and their horses if the school was to be built next to their 10-acre equestrian facility, opposed the plan.
To alleviate their concerns, commissioners added a list of conditions that included a 6-foot fence on the property line, a two-foot berm with two rows of evergreens on top to provide a solid screen and a fence with one gate along the back of the property.
“We are happy that Mr. Simpson is putting up a chain link fence … it should help,” said neighbor Sheri Pues, referring to site plan applicant William M. Simpson.
David Braun of Braun Engineering & Surveying, representing the school, said it won’t be a problem moving the fence along the property line and doubling up on the evergreens to provide an adequate screen for the neighbors’ privacy and safety.
“It makes no difference to us,” he said.
The school will be situated on approximately 5 acres and serve up to 53 students ages 2 to 11.

Commissioner Bradley Eaby introduced an ordinance authorizing the issuance of Kent County Economic Development Revenue bonds in an amount not to exceed $15 million for the benefit of Providence Creek Academy Charter School Inc. Eaby said the bond would finance the acquisition of land and the construction of educational facilities near Clayton. The ordinance allows for variable or fixed rate financing for the bond terms.
