A Delaware State Police major who had been placed on administrative leave in August with pay pending an investigation into a complaint has been reinstated.
The police investigated the complaint against Major Harry W. Downes Jr. and the results were reviewed by the attorney general’s office, which found no basis for criminal charges, said Sgt. Joshua Bushweller, spokesman for the Delaware State Police.
Subsequently, an administrative investigation into the allegation of inappropriate conduct has concluded and the allegation was not substantiated, he said.
“Due to the fact this was a personnel matter, this will conclude all the information that will be
provided,” Bushweller said.
Downes is part of the executive staff and is the administrative officer overseeing traffic control, communications, human resources and the State Police Training Academy.
