Police employee charged with official misconduct

Troopers with the Delaware State Police arrested a civilian employee of the division after she allegedly falsified information on the state sex offender registry.

Finisha E. Mills, 30, of Persimmon Tree Apartments, surrendered at Troop 3 on Nov. 19, said police spokesman Sgt. Walter Newton.

The investigation began when police received a tip that a homeless sex offender, identified as Michael Tilghman, 30, actually was living at the Persimmon Tree Apartments, Newton said. After their work indicated the apartment in question belonged to Mills, troopers used a warrant to search the home and turned up evidence Tilghman was living there, Newton said, adding that it was determined Mills and Tilghman were in a relationship together.

Tilghman, a Tier III, or high-risk, sex offender had registered with the State Bureau of Identification numerous times since July 27, listing himself as homeless, Newton said. Their three-week investigation indicated Mills had intentionally filed false information on Tilghman’s status, Newton added.

Mills was charged with eight felony counts of entering false information into the state’s computerized justice information system and single counts of official misconduct and conspiracy, then released on a $25,500 unsecured bond. She is pending a Dec. 4 appearance in the Kent County Court of Common Pleas.

Newton said Mills has been suspended from her job without pay and benefits and that police officials intend to dismiss her from the division.

Tilghman was charged with a single count of failure to verify sex offender registry information on Nov. 5, Newton said.
