Townsend man faces charges in Kent

A Townsend man was jailed Friday after his arrest on several sex-related criminal charges.
The victim, a 16-year-old girl, and her family contacted state police Oct. 4 regarding an ongoing relationship between the girl and the suspect, identified as Bruce A. Rowan, 41, said Delaware State Police spokeswoman Cpl. Angela Garnsey.
The relationship began in January and ended in August, and involved incidents in both Kent and Sussex counties, Garnsey said.
Rowan was taken into custody Oct. 30 at his home, and charged with 15 counts of fourth-degree rape, and single counts of unlawful sexual conduct against a child, continuous sexual abuse of a child and endangering the welfare of a child.
He was jailed at the Vaughn Correctional Center, near Smyrna, in lieu of a $201,000 cash bond.
