The Delaware State Police have issued a Megan’s Law notification for a homeless sex offender believed to be in the Dover area.

Stefan B. Ewell, 22, registered as homeless with the State Bureau of Identification, said police spokesman Sgt. Walter Newton.

Ewell, a Tier II, or moderate risk sex offender, was convicted in 2006 of fourth-degree rape where the victim was less than 16 years of age.

Ewell is a black man who stands 5 feet 9 inches tall, weighs 120 pounds and has black hair and brown eyes. He has a scar on his right hand.

Newton said Ewell is not wanted but that the police are providing notification of his whereabouts through the media because he does not have a permanent address.
