51-year-old Elwood Jerome Ross charged

Dover police took only a few minutes to arrest a suspect in a midday robbery.

Dover Police Department spokesman Master Cpl. Mark Hoffman identified the suspect as 51-year-old Elwood Jerome Ross.

The robbery took place around 2:20 p.m. Thursday, Oct. 4 in the first block of North New Street when a 64-year-old man reported someone had accosted him outside his home and grabbed cash from his hand. The victim was dragged to the ground during the incident, Hoffman said.

Ross was rapidly developed as a suspect as police reviewed downtown surveillance video of the incident. He was arrested a short time later, wearing the same clothing as the suspect in the video.

Ross was committed to the Sussex Correctional Institution in default of a $25,000 bond on a single charge of first-degree robbery where the victim is older than 62.
