The Dover/Kent County Metropolitan Planning Organization will open a public comment period for its draft fiscal 2019 spending plan, called the Unified Planning Work Program.
The comment period is set to run from Feb. 1 to March 2. The MPO will seek a vote of approval from the MPO Council at its March 7 meeting.
This draft spending plan, which will become effective July 1, reflects an estimated total budget of $615,285 from federal and state funds. The UPWP reflects monies budgeted for studies and programs that coordinate transportation and land use in central Delaware, as well as MPO operating expenses. Some of the items in the UPWP include updates to the MPO's Transportation Improvement Program, freight, transit and parking studies, technical assistance to MPO member agencies, bicycle and pedestrian education, air quality outreach and more.
The Dover/Kent County MPO is federally required to have a written work program in accordance with the federal transportation bill, Fixing America's Surface Transportation, also called the FAST Act. FAST authorizes federal surface transportation programs for highways, highway safety and transit.
If the MPO Council approves the draft UPWP, the spending plan will go to the Federal Highway Administration, the Federal Transit Administration and the Delaware Department of Transportation for final review and approval.
