A pedestrian killed July 28 on Route 13 has been identified.
The Dover Police Department has identified Ronald Lutrell, 59, as the victim in the fatal pedestrian accident Friday, July 28, department spokesman Master Cpl. Mark Hoffman said Tuesday.
The driver of the vehicle that struck Lutrell will not be charged in the incident, Hoffman said.

Dover Police Department spokesman Master Cpl. Mark Hoffman said the incident took place at about 8:38 p.m. Friday, July 28 in the area of the Raceway Liquor store at 899 N. Dupont Highway.
Officers with the department’s Collision Reconstruction Team learned the victim, a 59-year-old man had crossed the northbound lanes of Route 13 and was running across the southbound lanes when he ran directly into the path of a 2008 Toyota Sienna that was traveling in the center lane.
The man was pronounced dead at the scene, Hoffman said. As of Monday police have been unable to contact and notify his family of the death; the man’s identity will not be released until that time, he added.
There will be no charges filed against the driver, Hoffman said.
