Courtney Hill, 34, of Norfolk, was arrested at Dover Downs

A Virginia man has been committed to a Delaware prison following his arrest at Dover Downs.

Courtney Hill, 34, of Norfolk, was taken into custody Thursday morning, Dover Police Department spokesman Master Cpl. Mark Hoffman said.

At about 1:17 a.m. July 27, police were called to the lobby of the Dover Downs Hotel and Casino after Hill was found passed out on a couch. Dover officers arrested Hill after learning he allegedly struck a casino security officer.

Hill later was found to be carrying a glass vial containing 47 grams of phencyclidine, or PCP, Hoffman said.

Hill is charged with possession of PCP (Tier 5 quantity), possession with intent to deliver PCP, possession of drug paraphernalia, offensive touching and disorderly conduct.

He was jailed at the Vaughn Correctional Center in lieu of a $57,000 cash bond.
