Officers with the Dover Police Department Drug Unit and Safe Streets Unit have arrested six men in an undercover prostitution sting in Dover’s White Oak Park.

The arrests were made the week of March 6 said police spokesman Lt. Tim Stump, in response to complaints about men engaging sexual acts inside the park.

Four of the men were arrested after they approached an undercover police officer and solicited him to perform sexual acts, Stump said.

Robert Klewans, 71, and Frank Abate, 79, both of Dover, and Thomas Bogner, 47, of Kennedyville, Md., all were charged with patronizing a prostitute.
Klewans and Bogner both were served with $1,000 bonds, while Abate was served with a $500 bond.

Mark Barcus, 48, of Townsend, was charged with patronizing a prostitute, possession of marijuana and maintaining a vehicle; bond information was not available.

Two men, Steven Kotrch, 61, of Dover and Santiago Maldonado, 54, of Magnolia, were charged with loitering. Kotrch was released on a $50 bond; bond information was not available on Maldonado.
