Dover Police have named a local man, Shamarr Willingham, as the suspect in the Aug. 24 shooting on South Kirkwood Street.

Willingham, 32, is believed to have fired several shots at the victim, identified by police as Yusif Lamb, 33, of New Jersey, during a confrontation, said police spokesman Cpl. Mark Hoffman.

The initial police investigation indicates Lamb was a passenger in a red Jeep Commander that had stopped in the first block of South Kirkwood in order to confront Willingham. Willingham is thought to have fired several shots in Lamb’s direction during the confrontation; Lamb was hit once in the chest and later died after being rushed to Bayhealth-Kent General Hospital, Hoffman said.

Photos of the Commander posted on the department’s webpage, as well as the Dover Post and other social media outlets led to the vehicle’s owner contacting Dover Police, Hoffman said. The owner was interviewed as part of the investigation and the vehicle impounded as evidence.

Detectives also are working to identify and contact several individuals who were present at the time of the shooting.

At the present time, warrants have been issued for Willingham’s arrest on charges of first-degree reckless endangering and possession of a firearm during commission of a felony.

Additional charges may be leveled as the investigation progresses, Hoffman said.

Lamb’s death was the third homicide in the city for 2014 and the second in less than 24 hours, Hoffman added.

Detectives have determined that the homicide that occurred in Simon Circle just before 1:30 a.m. Aug. 24 and the Kirkwood Street homicide are not related, but cannot elaborate on the motive behind the shootings at this stage of the investigation, he said.
