  • Dover Police searching for wanted sex offender Richard Hicks Jr.

  • Dover Police are advising area residents of a homeless sex offender who is living somewhere in the area.
    The man is Richard Hicks Jr., who was convicted in 1988 for kidnapping where the victim was sexually abused.
    Warrants for Hicks’ arrest have been issued for his failure to register or re-register his address with law enforcement authorities, as required by law. Hicks was living at the Dover Interfaith Mission for Men, but left and did not re-register his address within the three-day limit.
    Hicks is a Tier III, or high-risk offender.
    He is described as a black man, standing 5 feet 7 inches in height, weighing 155 pounds with black hair and brown eyes.
    Anyone with information as to Hicks’ whereabouts is asked to call Dover Police at 736-7111. Information also may be provided to Delaware Crime Stoppers at (800) TIP-3333.
