A Dover man, identified as Kwmane Stubbs, 33, of the 100 block of South Governor’s Boulevard, was taken into custody Tuesday following a Dover Police Department investigation into heroin distribution.
Stubbs was arrested at 4:34 p.m. July 15 in the parking lot of the Bay Court Plaza by the department’s Drug, Vice and Organized Crime Unit, said spokesman Lt. David Spicer.
Stubbs became a target of investigation after allegedly selling heroin to an undercover officer, Spicer said.
Police recovered 130 bags of heroin, concealed in Stubbs’ clothing, Spicer said.
Stubbs was charged with possession with intent to deliver heroin, possession of heroin, two counts of delivery of heroin and three counts of possession of drug paraphernalia.
He was jailed at the James T. Vaughn Correctional Center, Smyrna, in default of an $11,500 secured bond.
