  • Felton sex offender charged with rape

  • A Felton man, convicted in December 2006 for a sex offense in Maryland, was arrested July 2 on rape and other charges, said Felton Chief of Police Levi Brown.
    Phillip James Allman, 29, of the 400 block of North Walnut Street, committed the alleged offenses in June. According to documents released by Justice of the Peace Court No. 7, Dover, the victim’s mother contacted the Child Advocacy Center after an alleged incident on June 24.
    It then was learned that Allman also is a Tier II registered sex offender in Delaware.
    Allman was charged with one count first-degree rape, three counts of first-degree sexual abuse of a child by a person of trust, one count of continuous sexual abuse of a child, three counts of a dangerous crime against a minor under 14 with criminal sexual conduct, two counts of second-degree unlawful sexual contact, and three counts of a sexual offender failing to comply with prior provisions of section 4121, which requires sex offenders to register their addresses with law enforcement authorities.
    Allman was arraigned via video phone at Justice of the Peace Court 2 and committed to the Sussex Correctional Institute, Georgetown, in lieu of $415,000 secured bail.
