Delaware State Police are advising Felton residents of a homeless sex offender who is living somewhere in the area.
The man is Thomas Franks, 44, who was convicted in 1994 of first-degree unlawful sexual intercourse.
Police emphasize that Franks is not wanted for any crime; state law requires police to notify area residents when a known sex offender is living in their neighborhood. Law enforcement officials use the media to notify the entire community when a sex offender is listed as homeless.
Franks is a Tier III, or high-risk offender.
He is described as a white man, standing 6 feet 1 inch in height, weighing 175 pounds with brown hair and hazel eyes.
Franks, who also is known as Thomas Francks, Tommy Francks, Paul Franks or Tom Fracks, has numerous tattoos, including the word “marijuana” on his upper right arm.
He has been known to sleep in his car, a blue 1993 Chevrolet.
