  • Delaware State Police are notifying Dover residents of two homeless sex offenders who may be living in the area.

  • Delaware State Police are advising Dover residents of two homeless sex offenders living somewhere in the area.
    The men are Christopher J. Forster, 34, and Thomas Burger, 25. Both are Tier II, or medium-risk offenders.
    Forster is described as a white man, standing 5 feet 4 inches in height and weighing 189 pounds. He has brown hair and hazel eyes. He was convicted in 2004 of fourth-degree rape where the victim was between 12 and 15 years of age.
    Burger is a white man standing 5 feet 10 inches tall, and weighing 160 pounds. He has brown hair and blue eyes. He was convicted in 2010 for possession of child pornography.
    Police emphasize that neither man is wanted for any crime; state law requires police to notify area residents when known sex offenders are living in their neighborhoods. Law enforcement officials use the media to notify the entire community when a sex offender is listed as homeless.
    Anyone with information that either man is occupying a residence in the Dover area is asked to call (302) 672-5306, or use the Delaware State Police Mobile Crime Tip Application available at www.delaware.gov/apps.
