  • Dover Police have arrested two men, including one who was on probation, on weapons and drug charges.
The arrests were made Feb. 24 on Bay Road near Lafferty Lane as police stopped a car for an equipment violation, according to documents released by Justice of the Peace Court 7, Dover.
Officers detected the odor of marijuana coming from the vehicle, and conducted a search after the driver gave permission.
During the search, an officer found a plastic bag inside a McDonald’s restaurant bag that contained a substance police suspected was crack cocaine. The bag was found on the front passenger’s side of the vehicle, occupied by a suspect identified as Daquan Koonce, 19, of the unit block of South State Circle, Dover. The report indicated the plastic bag and the substance inside was wet and appeared to have been chewed on. A field test of that bag was positive for cocaine, weighing 0.37 grams.
Officers also found a loaded .38-caliber revolver under a rear seat occupied by one suspect, identified as Khalil T. Hanzer, 20, of the 100 block of Grissom Street, Dover. A second plastic bag, also containing a white powdery residue was found in the back of the seat directly in front of Hanzer; the corner of that bag appeared to have been ripped or chewed off.
Hanzer was out on bail following a Jan. 27 arrest involving a burglary; when arrested then he was found to be carrying 0.4 grams of cocaine.
Both men were charged with possession of a deadly weapon during commission of a felony, carrying a concealed deadly weapon, possession of a deadly weapon by a person prohibited, tampering with evidence, second-degree conspiracy, possession of a controlled substance, and possession of drug paraphernalia.
Hanzer also was charged with an additional count of possession of a deadly weapon by a person prohibited and possession of ammunition by a person prohibited.
He was ordered jailed at the James T. Vaughn Correctional Center, Smyrna, in default of a $13,350 secured bond; Koonce is being held at JTVCC on a secured $9,350 secured bond.
