  • Police searching for wanted sex offenders

  • Delaware State Police troopers are looking for three fugitive sex offenders

  • Delaware State Police are advising area residents they are looking for three fugitive sex offenders. Warrants for all three have been issued for failure to register or re-register their home or work addresses with law enforcement authorities, as required by law. The first man is Ryan L. Downs, 41, whose last known address was 51 Webbs Lane. Downs is a black man standing 6 feet 2 inches tall, weighing 320 pounds, with black hair and brown eyes. He is a high risk, or Tier III sex offender, convicted in 1995 for unlawful sexual intercourse where the victim was between 12 and 15 years of age. He also has three bench warrants out of Kent County Superior Court and four out of Kent County Family Court. The second man is James W. Boyles, 32, of Rock Hall Md.. He is a white man standing 5 feet 8 inches tall, weighing 160 pounds, with brown hair and hazel eyes. He is a medium risk, or Tier II sex offender, convicted in 2004 of fourth-degree rape. He is wanted out of Kent County Superior court for a probation violation. The third wanted man is William L. Lewis, 30, of Dover. He is a black man standing 6 feet 1 inch tall, weighing 200 pounds, with black hair and brown eyes. He a low risk, or Tier I offender, also wanted on three warrants out of Sussex County Superior Court. Anyone with information as to the whereabouts of these men is asked to call the Delaware State Police Sex Offender Apprehension and Registration Unit at 672-5306.
