Garland J. Citizen, 69, was arrested Jan. 28 while confined at the James T. Vaughn Correctional Center, Smyrna, said Dover Police spokesman Cpl. Mark Hoffman.
The case dates to Jan. 4, at the food area at Spence's Bazaar, Hoffman said. A 15-year-old female employee reported to police she had been cleaning tables when she saw a man expose his genitals and masturbate. The man fled when contacted by an adult, Hoffman said.
Dover Police developed Citizen as a suspect after his Jan. 14 arrest for the Felton incident, which took place on Dec. 9. In that case, Citizen was charged with indecent exposure and disorderly conduct.
For the Dover case, he was charged with single counts of lewdness and indecent exposure. He remains jailed at the correctional center in Smyrna, Hoffman said.
