Two Harrington residents were arrested on child abuse charges Jan. 15, following an investigation by the Harrington Police Department and the Child Advocacy Center.
Harrington residents 31-year-old Victoria I. Strand and 30-year-old Travis D. Strand turned themselves in to the Harrington Police Department Jan. 15 after the investigation revealed that Victoria L. Strand allegedly punched an 11-year-old victim in the arm, face and leg causing injuries and threatened to kill the victim, said police spokesman Lt. Earl K. Brode.
Officers determined that while the assault was occurring, Travis D. Strand was in the residence and did not come to the victim’s aide, Brode said.
The incident took place at the Strand’s residence on Clark Street in Harrington, where the victim also living, Brode said.
The Harrington Police Department was initially contacted by the Division of Family Services on Jan. 13 regarding a child abuse complaint that occurred in the first block of Clark Street in Harrington.
Victoria L. Strand was charged with third-degree child abuse and two counts of terroristic threatening. She was arraigned via video phone at Justice of the Peace Court 2 and released on $1,500 unsecured bail.
Travis D. Strand was charged with one count of endangering the welfare of a child. He was arraigned via video phone at Justice of the Peace Court 2 and released on $500 unsecured bail.
