  • Social media helps nab suspected flasher

  • A Felton man, suspected of having exposed himself in a local convenience store, has been arrested.

  • A Felton man has been arrested on charges of second-degree indecent exposure and disorderly conduct after his photo was released to local media. Garland J. Citizen, 60, was arrested Jan. 14, less than 24 hours after a surveillance photograph of the alleged flasher was released to newspapers, said Delaware State Police spokesman Master Cpl. Gary Fournier. The image was published in the Dover Post and on the Post’s website. Citizen allegedly went into the Shore Stop convenience store at 12984 S. Dupont Highway, Felton, on Dec. 9, and exposed his genitals to the clerk. He then fled the store. Citizen was ordered held at the James T. Vaughn Correctional Center, Smyrna, in default of a $2,000 secured bond.
