Troopers with the Delaware State Police Kent County Governor's Task Force have arrested a 20-year-old Dover man after he was found in possession of two illegal weapons.
Troopers were called to the Capitol Park development at approximately 11 p.m. Jan. 13, following a call of a man having trouble crossing Presidents Drive, said police spokesman Master Cpl. Gary Fournier. The man then was seen walking across the parking lot of the development's community center and into an unlit area.
Troopers contacted the man, identified as Kishai A. Sylvester, who appeared to be under the influence of alcohol, Fournier said. Informed Sylvester was 20 years old, troopers conducted a pat down search, locating a fully loaded, .32-caliber handgun with an obliterated serial number as well as a butterfly knife with a blade more than three inches in length.
Sylvester was arrested on two counts of carrying a concealed deadly weapon, possession of a weapon with an obliterated serial number, possession of a firearm while under the influence, underage consumption of alcohol, and being drunk on the highway.
After arraignment at Justice of the Peace Court 7, he was released on a $6,002 unsecured bail.
