Police originally obtained a warrant in October 2013 following an assault complaint from a residence on Ward Street. A police investigation revealed that the suspect, 24-year-old Francis Ulmer, assaulted a victim at the resident and then fled the scene, said Harrington Police Department spokesman Lt. Earl Brode.
A patrol officer riding by the Dunkin Donuts in the Midway Shopping Center on Jan. 11 spotted Ulmer inside the store, and when the officer entered the Dunkin Donuts, Ulmer attempted to hide by locking himself in the bathroom, Brode said.
After speaking to Ulmer, the officer convinced him to unlock the door and exit the bathroom. Ulmer was taken into custody without incident and transported to the Harrington Police Department for processing, Brode said.
Ulmer was charged with one count of offensive touching and arraigned via video phone at Justice of the Peace Court 7.
Ulmer was given an unsecured bond and released pending a future court appearance.
