Delaware State Police are advising the public of a homeless sex offender, Hubert J. Peterson, 50, who is somewhere in the Dover area.
Delaware State Police are advising Dover residents of a homeless sex offender who is living somewhere in the area. The man is Hubert J. Peterson, 50, who was convicted in 1999 of unlawful sexual contact where the victim was less than 11 years of age. Police emphasize that Peterson is not wanted for any crime; state law requires police to notify area residents when a known sex offender is living in their neighborhood. Law enforcement officials use the media to notify the entire community when a sex offender is listed as homeless. Peterson is a Tier II, or moderate risk offender. He is described as a black man, standing 5 feet 11 inches in height, weighing 252 pounds with black hair and brown eyes. In addition to numerous scars on his arms, legs and neck, Peterson has a tattoo, “Jerry,” on his right shoulder, and “Rose,” on his left shoulder.
