  • Police seeking four sex offenders for failure to re-register

  • Delaware State Police are looking for two Dover-area men as well as one from Magnolia and one from Marydel, who have failed to re-register as sex offenders.

  • Troopers with the Delaware State Police Sex Offender Apprehension and Registration Unit are looking for four sex offenders after they failed to verify their current address. Investigators have obtained a warrants for John L. Riggin, 45, of Dover; Bernard M. Stevenson Jr., 51, of Marydel; Ernest G. Anthony, 46, of Dover; and Radames R. Guzman, 39, of Magnolia. Riggin, a Tier III, or high risk, offender, is a white man standing 5 feet 7 inches tall, weighing 160 pounds, with brown hair and brown eyes. Stevenson is a Tier II, or medium risk offender, a white man standing 5 feet 11 inches tall, weighing 185 pounds with brown hair and blue eyes. Anthony, a Tier II offender, is a white man standing 5 feet 11 inches tall who weighs 195 pounds, and has brown hair and brown eyes. Guzman, a Tier II offender, is a Hispanic man standing 5 feet 9 inches tall, weighing 220 pounds, and has brown hair and brown eyes.
