Milford and Harrington police joined forces to arrest a former Milford resident, Andre D. Waters, after seizing 976 bags of heroin.

Milford Police concluded a two-week investigation into drug activity with the arrest on Nov. 22 of a Harrington man, identified as Andre D. Waters. Waters was taken into custody with the assistance of the Harrington Police Department, said Milford PD spokesman Det. Dwight Young. Waters, a former resident of Milford, was arrested during a traffic stop on the Milford-Harrington Highway and was found in possession of 976 bags of heroin, totaling 24.4 grams, and an undisclosed amount of cash, Young said. He was charged with possessing a controlled substance in a Tier 5 quantity, manufacturing, delivering or possession with intent to distribute a controlled substance with an aggravating factor and possession of drug paraphernalia. Waters was jailed at the Sussex Correctional Institution in default of an $80,200 cash bond.
