  • Officers with the Dover Police Department are notifying the public for help in finding a high risk sex offender who has escaped parole in the state of Wisconsin and may be in the Dover area.

  • Officers with the Dover Police Department are notifying the public for help in finding a high risk sex offender who has escaped parole in the state of Wisconsin and may be in the Dover area.
    Joel R. Lowery, 30, cut off his ankle monitoring bracelet, stole a car and fled the state, said police spokesman Cpl. Mark Hoffman.
    The vehicle, a sky-blue PT Cruiser, was located at approximately 4 p.m. in the A.C. Moore parking lot, Hoffman said. Lowery's reasons for being in Delaware are not known.
    Lowery, a native of Oshkosh, Wis., was convicted in 2002 and 2008, both times for third-degree sexual assault, said Wisconsin Department of Corrections spokesman Aaron Swanum . He was released from prison in December 2012.
    He is described as a white man standing 5 feet 11 inches in height and weighing 166 pounds, with brown eyes and brown hair.
    Lowery most probably is traveling on foot and possibly using public transportation, Hoffman said.
    He is considered dangerous and should not be contacted if seen, Hoffman said.
    Anyone spotting Lowery is asked to call 911 immediately, he said.
