Delaware State Police are advising Dover residents of a homeless sex offender who is living somewhere in the area. The man is Roger C. Wright, 39. He was convicted in 2005 of fourth-degree rape where the victim was between 16 and 17 years of age. Police emphasize that Wright is not wanted for any crime; state law requires police to notify area residents when a known sex offender is living in their neighborhood. Law enforcement officials use the media to notify the entire community when a sex offender is listed as homeless. Wright is a Tier II or marginal risk offender. He is described as a black man, standing 5 feet 7 inches in height, weighing 170 pounds with black hair and brown eyes. He has a scar on his right cheek.
