Delaware State Police are advising Dover residents of a homeless sex offender who is living somewhere in the Dover area. The man is Jeffrey Smith, 44, who was convicted in 1988 of unlawful sexual intercourse where the victim was less than 11 years of age. Police emphasize that Smith is not wanted for any crime; state law requires police to notify area residents when a known sex offender is living in their neighborhood. Law enforcement officials use the media to notify the entire community when a sex offender is listed as homeless. Smith is a Tier III, or high-risk offender. He is described as a white man, standing 5 feet 5 inches in height, weighing 165 pounds with hazel eyes. He is known to shave his head. Smith has numerous tattoos, including on his neck, both arms, abdomen, hand and back.
