  • A Dover teen, identified as Raequan Charles, 14, of Water Street, has been jailed following a July 25 stabbing. The incident took place at 6:30 p.m. at the basketball courts in Capitol Green near Water Street and New Castle Avenue, said Dover Police Department spokesman Capt. Tim Stump. Charles reportedly stabbed the 19-year-old victim above the right eye, Stump said, and was arrested shortly afterward. No motive was given for the incident, and the victim's condition was not released. Charles was charged with first-degree assault with a deadly weapon during the commission of a felony, and ordered held at the XX in default of a $50,000 secured bond.
