  • Harrington Police officers have arrested a Felton man on his third charge of driving under the influence.
    The arrest took place at 12:38 a.m. June 30 on South DuPont Highway near the Milford-Harrington Highway, said police spokesman Lt. Earl Brode. The vehicle, driven by Rick A. Welty, 26, of the 3200 block of Abec Lane, Felton, was stopped for a traffic violation, but when the officer spoke to Welty, he detected the strong odor of alcohol.
    Welty was taken into custody following standard field sobriety tests, Brode said.
    A computer check indicated Welty had been convicted of driving under the influence in 2005 and 2008, he said.
    Welty was charged with a third DUI, making an improper lane change and failure to register a change of address, then released on a $7,200 unsecured bond.
