  • A spokesman for the Harrington Police Department said witnesses to an alleged hit and run incident followed and then stopped the driver, holding him until police arrived.
The incident took place Friday in the area of Commerce Street and Reese Avenue, said department spokesman Lt. Earl Brode. Witnesses said a man drove his car through a flower bed and then fled the scene. The witnesses said they followed the vehicle to the area of Hanley and Mispillion streets, stopped the vehicle and then waited for police to arrive.
Brode said that officers detected the smell of alcohol when they approached the driver, identified as Virgil D. Heath Jr., 32, of Seaford.
Heath was charged with a fourth offense DUI, leaving the scene of a property collision, driving without a license, criminal mischief under $1,000, no insurance and no registration in possession.
He was committed to the Sussex Correctional Institution after failing to pay a $10,552 secured bond.
