The man is William R. Abbott, 21. Abbott was convicted in 2005 of third-degree rape where the victim was less than 11 years of age.
Police emphasize that Abbott is not wanted for any crime; state law requires police to notify area residents when a known sex offender is living in their neighborhood. Law enforcement officials use the media to notify the entire community when a sex offender is listed as homeless.
Abbott is a Tier II, or moderate risk offender.
He is described as a white man, standing 6 feet 4 inches in height, weighing 265 pounds with brown hair and brown eyes. Abbot has tattoos on his upper left arm and left arm and a scar on his left knee.
