  • Kansas, Maryland men arrested on drug charges

  • Officers with the Harrington Police Department say they located 18 bags of heroin in a vehicle following a traffic stop May 10, said police spokesman Lt. Earl Brode.
    The operator, identified as William H. Harrington, 25, of Salina, Kans., was taken into custody after he could not provide a license and officers had noticed what appeared to be heroin baggies on the vehicle floor where he was sitting, Brode said.
    A passenger, identified as Steven D. Mosely, 25, of Parsonburg, Md., and an unnamed woman were taken out of the vehicle as police searched the interior. Officers located an additional 16 baggies of suspected heroin, several syringes and other drug paraphernalia, Brode said.
    Harrington was charged with two counts of possession or consumption of a controlled substance, driving without a license and several traffic violations; he also had an outstanding fugitive warrant issued by Justice of the Peace Court 4.
    Harrington was jailed at the Sussex Correctional Institution, Georgetown, in default of a $1,250 secured bond.
    Mosely was charged with possession or consumption of a controlled substance and possession of drug paraphernalia. He was released on a $750 unsecured bond.
    The unnamed woman was questioned at the scene and was released without being charged, Brode said.
