Dover Police have arrested a man, identified as Thomas E. Spicer, 40, on numerous counts of sex-related offenses involving a child. The arrest took place April 9.
The crimes allegedly took place in 2010 and 2011, said police department spokesman Capt. Tim Stump.
In addition to the sex-related charges, Spicer allegedly threatened the victim with a knife and forced him to consume narcotics and alcohol, Stump said.
Spicer, whose current address was listed in the unit block of Par Haven Drive, was charged with a single count of unlawful sexual contact with a child under the age of 12; four counts of sexual abuse; aggravated menacing; endangering the welfare of a child; two counts of unlawfully administering drugs; and terroristic threatening.
Spicer is listed on the Delaware Sex Offender website at a Tier II, or moderate risk, sex offender, having been convicted in 1994 of unlawful sexual contact with a child under the age of 11.
He was ordered held at the James T. Vaughn Correctional Center in Smyrna in default of a $112,000 secured bond.
