    Lt. Dan McKeown of the Dover Police Department said Rasoul K. Hanner, 20, of the 1300 block of Walker Road, became the subject of a statutory rape investigation in late March. The incident, which involved a 15-year-old, took place in early 2013 in the unit block of Stevenson Drive when Hanner allegedly had consensual intercourse with the girl.
    Since then, McKeown said, Hanner had been arrested on additional charges of threatening the victim and was ordered by the court not to contact her. However, Hanner allegedly violated that order repeatedly after the court appearance, McKeown said.
    Hanner was taken into custody Friday and charged with fourth-degree rape; harassment; and non-compliance with a court order.
    He was jailed at the James T. Vaughn Correctional Center in Smyrna after failing to post a $22,500 cash-only bond.
