  • Police identify two homeless sex offenders in Dover

  • Dover Police are notifying the public of the presence of two sex offenders in the Dover area.

  • Delaware State Police have identified two convicted sex offenders living in the Dover area.
    The men are not wanted, stressed Master Cpl. Gary E. Fournier, but police use the media to notify area residents when persons who identify themselves as homeless are believed to be in a particular municipality.
    The first man is identified as Julius L. Minus, 62, who was convicted in 1990 of unlawful sexual penetration. Minus is described as a black man standing 5 feet 10 inches in height, with brown eyes and gray hair. He is considered a Tier II, or moderate risk, offender.
    The second man is Jeffery S. Smith, 44, who was convicted in 1988 of unlawful sexual intercourse. Smith is a white man standing 5 feet 5 inches in height, with hazel eyes. Smith is bald. He is considered a Tier III, or extreme risk, offender.
    Anyone with information that either man has established a residence is asked to call Delaware CrimeStoppers at 1-800-TIP-333. Tips also may be submitted through a cell phone by texting keyword DSP and then a message to 274637.
