The theft of a wallet leads to charges against Virginia man.

Delaware State Police troopers have arrested a Virginia man following an investigation into stolen credit cards.

Eubert B. Cain, 45, of Alexandria, Va., was arrested March 20, according to documents released by Justice of the Peace Court 7, in Dover. According to the warrant of probable cause, the case began when a teacher at the University of Wilmington Dover campus discovered her wallet was missing. She later determined the wallet had been stolen after her bank advised her unauthorized purchases had been made with her credit cards.

The teacher recalled that a well-dressed man had been sitting in the hallway at the college before the wallet turned up missing.

Later investigations by the state police turned up almost two dozen instances of unauthorized credit card purchases and attempted purchases made on the teacher's cards.

Cain was eventually identified as a suspect through the use of surveillance video.

He was charged with 22 counts that included theft, attempted theft, and unlawful use of a credit card, and then released on a $31,000 unsecured bond.
