  • The Delaware State Police Governor's Task Force arrested a Harrington man and woman earlier this week after they were found to be in possession of illegal drugs.
The incident occurred around 8:15 p.m. Monday as members of the GTF were patrolling the area of Rodney Village Shopping Center on South Governors Avenue, Master Cpl. Gary Fournier said. A gold colored Chevrolet Cavalier being operated by Russell R. Thomas, 23, of Harrington, was observed turning into the bowling alley parking lot off Nathaniel Mitchell Road.
Thomas then drove through the shopping center before parking in front of the Family Dollar Store, Fournier said. A probation officer assigned to the task force observed Thomas, who is a level III probationer, exit the driver's side of the vehicle and begin walking in front of the Dollar Store, he said.
As the probation officer attempted to make contact with Thomas, he began fleeing on foot toward the bowling alley. Several other members of GTF were in the area and quickly subdued Thomas and placed him into custody without further incident.
As Thomas was fleeing the troopers, he was observed throwing a purple bag onto the ground. A search of the bag revealed 196 individually wrapped baggies of heroin totaling 3.92 grams. Thomas was also found to be in possession of .04 grams of heroin, two Oxycodone pills not prescribed to him, four Suboxone packets and more than $1,200 in cash.
Crystle L. Kotenko, 22, of Harrington was a passenger in the Cavalier and was found to have 6.4 grams of marijuana and four Suboxone packets in her possession. A search of the vehicle yielded three bags of marijuana totaling 58.6 grams. She was taken into custody without incident.
Thomas and Kotenko were transported back to Troop 3 near Camden where they were booked for a number of charges.
