  • Neighborhood eyesore at 209 N. New Street condemned by Dover City Council

  • Dover City Council kept up its pace this year by condemning another problem property Monday night. The latest was on the 200 block of North New Street.

  • THE RUNDOWN The owner of 209 N. New Street. has until Nov. 8 to repair or demolish this dilapidated, vacant property due to Dover City's Council's recent condemnation of the two story home.
    Council ordered the property repaired or demolished under the city's dangerous building ordinance at its Oct. 8 meeting.
    The city Department of Planning & Inspections had condemned the two story, wood framed, single family home as unfit for human habitation on Jan. 30, 2012 due to the vacancy, lack of utilities and the amount of broken windows and unsecured doors, Dover Director of Planning & Community Development Ann Marie Townshend said.
    James and Linda Caccamo own the property, she said.
    WHAT'S BEING SAID The city has boarded up this property, and the city has hired a contractor to cut the grass and remove overgrowth on the property, Townshend said. The property had been vacant with no active utility service since May 2011, she said.
    The house has fallen into serious disrepair. City Council voted 8-0 to condemn the property on Monday. (The late Councilwoman Sophia Russell died after her second bout with cancer on Oct. 6; council passed a resolution in her honor.)
    WHAT'S NEXT? The city would order the building inspector to repair or demolish the structure if the Caccamos do not perform repairs or demolition within 10 days of Nov. 8, Townshend said. If the city goes through with demolition or repairs, the city manager and city solicitor would then recoup the costs of such work through a municipal lean on the property or a lawsuit against the property owner, she said.
    The cost of demolition is estimated at between $10,000 and $15,000. That money, if needed, would come out the $150,000 budgeted in the 2013 fiscal year budget for all demolitions.
