  • Investigators arrest a Dover man they say robbed a liquor store on Aug. 12
    Phillip Hartley, 35, is accused of robbing E & J Liquors, 818 Forest St., Dover, with a plastic bag over his head and carrying a razor knife box cutter.
    Police say Hartley demanded money from the clerk and there was a short struggle; no one was hurt.
    The charges against Hartley include: robbery, possession of a deadly weapon during the commission of a felony, wearing a disguise during the commission of a felony, and criminal mischief.
