Smyrna Police arrested Robert R. Elsey Jr., 41, of Dover, following a two-month investigation into a home improvement fraud case. 


On Oct. 19 Smyrna Police arrested Robert R. Elsey Jr., 41, of Dover, following a two-month investigation into a home improvement fraud case. 

According to Lt. Norman Wood, a 76-year-old Smyrna resident alleges he paid more than $45,000 for various projects that were not completed

Police say Elsey used the money for his own personal expenses and for other jobs. 

Elsey stands charged with home improvement fraud of a senior.

He was arraigned at Justice of the Peace Court No. 2 via videophone committed to the James T. Vaughn Correctional Center in default of a $13,350 bond.
