Delaware State Police have arrested a convicted sex offender, identified as Frank T. Wallace, on charges of rape.
Troopers with the Delaware State Police have arrested a Camden-Wyoming man after he was found allegedly engaging in sexual acts with a minor.
A trooper assigned to the Governor's Task Force spotted a suspicious vehicle parked at the Port Mahon boat ramp near Little Creek at approximately 9:50 p.m. Nov. 19, said police spokesman Master Cpl. Gary Fournier. After making contact with the occupants of the vehicle, the trooper observed one man was totally naked and the other was not wearing a shirt.
Further investigation revealed one of the occupants to be Frank T. Wallace, 49, of the 1100 block of Willow Grove Road, Camden. Wallace is a Tier III, or high risk sex offender convicted in March 2004 for sexual exploitation of a child, dealing in child pornography, and sexual solicitation of a child, Fournier said.
The other occupant was a 16-year-old whom Wallace advised he met on a dating website in September 2013. It had been determined through interviews that the two had been involved in a sexual relationship for approximately one month and engaged in sexual encounters seven times during that period, Fournier said.
Wallace was charged with seven counts of fourth-degree rape and committed to the James T. Vaughn Correctional Center, Smyrna, in lieu of a $140,000 cash-only bond, and ordered to have no contact with anyone under 18.
The 16-year-old was turned over to the custody of his parents and was not charged with a crime.
Because of the sensitivity of this case and in consideration of the victim, only limited information will be released, Fournier said.
